Hiring Foreign Workers in Singapore: What Every Employer Should Know

Many companies in Singapore — from construction to marine, manufacturing to services — rely on foreign workers to keep their businesses running. For employers, it’s not just about hiring people; it’s also about making sure everything is done according to the Ministry of Manpower (MOM) guidelines.

  1. Work Permits – Apply for the right permit before your worker starts, and make sure it’s renewed before expiry.
  2. Quota & Levy – Every sector has quota limits (Dependency Ratio Ceiling), and a monthly levy applies for each foreign worker.
  3. Medical Insurance – Employers must provide at least $60,000 a year in coverage for inpatient care and day surgery.
  4. Primary Care Plan (PCP) – Required for Work Permit and S Pass holders in construction, marine, and process sectors.
  5. Security Bond – A $5,000 bond for non-Malaysian Work Permit holders is needed as a guarantee to MOM.
  6. Accommodation – Workers must stay in approved housing, such as licensed dormitories.
  7. Employment Terms & Salary – Clear contracts are a must, with salaries paid on time via bank transfer and proper records kept.
  8. Repatriation – Employers are responsible for sending workers home when their employment ends.
  9. Fair & Ethical Treatment – Employers should not overcharge workers or make unfair deductions. Workers deserve safe conditions and respect.
