With Singapore progressively moving away from Overseas Training Centres (OTCs), the Alternative Entry Pathway (AEP) is becoming an increasingly important route for employers recruiting new foreign construction workers.

The AEP framework allows eligible construction workers to complete structured vocational training in their home country and enter Singapore through the applicable BCA pathway, subject to approval and prevailing regulatory requirements.

At Kingsforce Management Services, we support employers with the coordination needed to recruit and deploy foreign construction workers through available manpower pathways, including AEP where applicable.

Our support may include:

✔ Sourcing and shortlisting suitable foreign construction workers
✔ Coordination with structured vocational training channels, including Cambodia where applicable
✔ Candidate screening and basic trade suitability assessment
✔ Verification and coordination of vocational training documents
✔ BCA AEP application support, where applicable
✔ MOM Work Permit application and issuance support
✔ Medical examination, insurance, and security bond arrangements
✔ Air ticket, arrival reception, and transport coordination
✔ Onboarding and post-arrival administrative support
✔ SEC(K) test scheduling and monitoring, where required
✔ Replacement support within the agreed terms

Kingsforce Cambodia AEP Programme

Kingsforce specialises in recruiting Cambodian nationals through a manpower pipeline recognised by Cambodia’s Ministry of Labour and Vocational Training.

We partner with a vocational institute operating under direct ministry supervision.

Intensive Construction Skills Training

Candidates undergo one to two months of structured practical training covering:

  • General Construction Work
  • Formwork
  • Reinforcement
  • Concreting
  • Masonry
  • Site Safety Awareness
  • Basic Construction Techniques

Upon successful completion, each candidate is issued a vocational training certificate confirming they are trained, assessed, and ready to join Singapore’s construction workforce under the Alternate Entry Pathway.

This provides employers with an additional manpower channel for construction, civil engineering, infrastructure, industrial, marine, and related project needs.

Important Note: AEP eligibility, Work Permit approval, SEC(K) requirements, levy treatment, deployment timelines, and source-country requirements remain subject to prevailing BCA and MOM regulations at the point of application.
